Report a translation problem
1. The tapes clearly say he is a soulless abomination that was created wrong that wandered and was locked up. Relatively harmless at the time, it seems, until he got loose later. So basically a blind mindless entity wandering the studio.
2. A representation of Joey. The throne room showing he is in charge of everything, enhanced by the image of the Demon himself actually sitting in it. A lot of people believed him to be Joey as well, given the fact he is the biggest threat and Joey was nowhere to be seen in the entire game until the very end.
HOWEVER there's plenty of questions left unanswered by the ending concerning Bendy himself:
1- If the creatures and characters created by the ink machine are just that- creatures created by the ink machine, why do some of them seemingly have memories or persona fragments of actual people from the studio if they were created seperately instead of being fusions of real people with ink?
2- If Bendy was made by the Ink Machine from scratch as just some sort of doll/figure/statue-ish entity and was alive, sure that's fine I guess, but then... Where did he get his powers from? (Powers like being able to walk through walls by opening "ink portals" at will, being nearly invincible to all physical harm, and causing the walls, ceiling, and floors to "pulse and bleed" ink wherever he is....?)
3- IF Inky Bendy had a powerful final form from the get-go, why did he wait until Henry reached his throne to finally bust it out?
