i basically waited until alice the angel was done talking and once the objective pops up you can get into the lift
I haven't played the game in a long time, so I'm not sure if they fixed it. I don't remember how I fixed it, but I haven't had problems with it since I replayed the campaign several months ago.

Let me rephrase that: "(or just restart the chapter if you don't care about your progress not being saved"
It means when you get to chapter 4 and restart/shutdown your PC, you're back at Chapter 3 again because these incompetent "devs" disabled autosave when starting a new chapter by manually selecting it.
That is literally the quick/hotfix (enable save when doing chapter select) and they even can't do that.
Edit: I will retract the comment if they update and resolve the issues.
But the autosave not being a thing in Chapter Select is actually intentional. The game even warns you about it on the Chapter Select screen. As far as I know, it's always been a feature.
