Report a translation problem
I have the same problem too. It just happened one day, I opened up Bendy and the Ink Machine, clicked Options, and there was just nothing there but a black screen, floating particles, and the music.
Seriously, TheMeatly/Kindly Beasts better patch this game soon, 'cause if not, I'm uninstalling Bendy and the Ink Machine, and removing it from my account.

1. Plug your computer, or laptop into your TV with an HDMI cable
2. Make your screen only viewble on the TV.
3. launch Bendy and the Ink Machine.
4. The options menu might show up. If not, then this solution is not for you.
5. If it does show up, Exit out of Bendy and the Ink Machine
6. Unplug the HDMI from your computer or laptop, and your problem might be fixed.
Run regedit and go to Computer\HKEY_CURRENT_USER\Software\Joey Drew Studios
You could delete the 'Bendy and the Ink Machine' folder (I just renamed with -Old added on).
Re-run Bendy and the Ink Machine and all settings should be at the initial defaults.
Step 3: try settings.
As for why they're not fixing bugs anymore: they're working on the "sequel" (not sure how to call it) and are currently a small team (as far as I know, at least).
Though, I agree they should have at least tried to fix all the bugs first before moving on to their next project. Some can really ruin the game to the point of forcing the players to restart it from the beginning.
1. Quit the game...
2. Run RegEdit.exe
3. Expand HKEY_CURRENT_USER\SOFTWARE\Joey Drew Studios\Bendy and the Ink Machine\
4. If you're concerned, make a back up by right-clicking the Bendy and the Ink Machine key, selecting Export, and saving this key to a .reg file. If something goes wrong, you can double-click the file you saved and restore these key values.
5. Delete these three key values:
- RESOLUTION_CURRENT_h224788829
- RESOLUTION_HEIGHT_h1134085259
- RESOLUTION_WIDTH_h525689618
6. Run the game, and select Options... the game bailed here.
7. Run the game again, and select Options... can finally get into Options again.
Not sure if the numbers after the _h in the key values are unique, but on my computer and my son's computer they are the same.
