Bear in mind that he used to spawn quite often before Chapter 4 was released. I believe they toned down the difficulty level. I just replayed Chapter 3 and he barely appeared - as Wesbek says above it's mainly the cutout section where he is very active.
Shame, his spawn was increased because his lack of involvement in chapter 3 which was a disappointment to fans now it just got nerfed again to be rarely appearing :/
it'll take a while for him to walk through one spawn so you're safe for a bit once you get to new places
running only makes a bit of noise- the things that make the most noises are completing tasks (opening gear boxes, turning valve pannels, destroying cuttouts, etc.) and attacking mobs/mobs spawning.
if you've already been to a level and are going back, you can play it safe by hiding and waiting for him to spawn there because then you'll know he's made his round where he can see you, keep in mind that if you get in the elevator you will be safe no matter what and there are instances where he can't see you near the elevator or won't be able to get to you in time.
the Wiki might have more on the mechanics and I know this is an old post but that's just my two cents, hope it helps if you plan on revisiting the game :)
