One voice is deep, serious, and a Human. The other is light, fun, and a Cartoon. Susie either wanted to actually be Alice Angel or believed that she was Alice Angel, when she saw the real Alice Angel walking around after the cartoons came to life she forced Alice to fuse with her so she could truly be the real thing, and it is forced because the Alice Angel cartoon voice says "I didn't want this, she made me do it." when they're talking about how they came to be like this.
