No, I don't think so at all, think it's closer to nearly 20 if you do everything and not be in a hurry. I don't think it's anywhere near as indepth, story wise as Umbral was.
The game itself doesn't have an indepth story though, this one is shorter, but I found it more entertaining, although it doesn't have those sweet moments with the heroines
After beating one of the 3.5 possible story routes, on one of 4 difficulties, I had 5 hours of playtime. After clearing all story routes, on Normal difficulty, I had 14 hours of playtime. After clearing 5 of 42 Extra missions, I am at 18 hours. I have replayed about 5 stages in order to level a new character, in this time and 3 Multiplayer games.
There are 27 total story missions, +1 if you include a mission you do not fight in. There are 4 difficulties to clear them in, 3 if you do not consider Easy a difficulty worth bothering with. There are 42 Extra missions unlocked after completing all the story routes.
Past mission counts, there is a grinding element involved if you want to max out characters. In my 18 hours I've only been able to get 1 character to 48, 1 to 25, 1 to 20. There are over 20 (26?) characters in the game, at the moment, with room for more. Past levels there are Install Skills that drop in battle or are earned as mission rewards. There are also "armors" that "drop" and require crafting.
In my time I do not have a max level character, I have not cleared all missions, I do not have a single max ranked install skill of the highest tier (much less the 20-30 something other useful ones to max) and I only have two of the top tier armors, which I can't craft yet because I am not high enough level to see their crafting materials drop yet.
So, only about 10 hours of playtime? Like all Musou games, it depends on what you want out of them. If it's a story experience on par with an entire Anime season or a JRPG, you're looking into the wrong genre. If it's flashy action, action, and more action, maybe take a peek.
