But the cliques aspect is the bit I'm weakest at, so it'll be interesting to see what other folks say.
It's supposed to give you 1000 points with all the cliques, which sounds wonderful. And it should work with the free version, not just DLC.

The reason Reputation went down and kept going down is most likely because you let some other Clique get too low and got hit with penalties. Being especially high with one Clique isn't enough (unless that Clique as hit Max Reputation), all of them have to have a decent amount of points. If not you'll be hit with Reputation decreases across the board. And the more Cliques that dislike you, the bigger the decrease will become each week. Eventually it becomes impossible to dig yourself out of that hole.
As for the Popular booklet not doing anything, did you equip the item? Purchasing an item gives you the right to use it later. 7 Points aren't gained automatically for each purchase. You have to hit the backpack button on the weekend screen and specify that you want to use it. Only item can be used per week. If you did do that and it still didn't seem to give you any upward progress, it was probably because you had penalties that decreased all the bonus points you just gained.
The gameplay can be tricky, but that's why there are cheat codes, aha. Good luck with Everett!
