But to answer you definitively, you may need to give us your level, so we can know what parts you have to work with.
Honnestly, before you accept a job, you may want to look at the requirements, then the shop, and unless you have access to some really performant cooling solutions, you may want to avoid jobs needing more than a +200MHz OC on CPU's.
Usually, you even look if you could complete the job with CPU's at stock speed reaching the OC request. that way, no need to OC and job completes anyway. The goal is to have a MHz equal or higher, regardless of solution.

Edit : unfortunately, what puts you in trouble here is the fact that the job is from an AMD fanboi.
This OC is perfectly reachable with a simple I3-7350K (factory clock 4200MHz, 2 cores) unlocked at lvl13 with 7 120mm 69CFM case fans and a CPU cooler of 100CFM

If the job has no deadline, then keep it and complete it until you have access to a closer to target MHz AMD CPU, and also use the Silver Stone HE 01 cpu air cooler. That's the most performant out there besides custom watercooling with it's 171CFM (but check out the height available in cases, that thing is high)
Also, this should not be in the bug section, but in general discussion, as it's by no mean a bug.
You are in charge of a shop, you are then considered a pro, and you have the choice to accept or reject jobs, you can go in testing room in freebuild, that's then your responsability to know what you can and can't do.
I know that the big problem is the AMD requirement. I just finished the job with 4 stars going intel, which was easy. But i'm curious if it was possible. I even tried it in free build with a big custom loop and it didn't work out.

Now with the very early AMD CPU's I'm fairly certain that no, it's not possible.
So once more it was also a matter of deadline or not. If not, you could have waited a bit, and you could have complted that 5 stars.
