GTX 1050 Ti is -9% slower than R9 280.
RX 560 is -29% slower than R9 280.
This is not a bug. These cards are not faster in real life, and as such they're also not faster in-game. Most likely you had a stock speed R9 280 and then the replacement R9 280 you bought is an upgraded model that came with a factory overclock.
You need to actually pick cards that are actually faster for them to be an upgrade. You just didn't pick the right parts. You should refer to the part-ranking app in-game.
