About the best in the game is 5.24Ghz. The best processors will not blow up until 2.15V, many will blow up at 2.10V. I had one yesterday that actually clocked 5.20Ghz on 2.00V
I have found every 5950x will withstand 1.95V without killing it.
I have to assume that you know each processor you buy or encounter in the game has a distinct silicone lottery value, so each and every chip can handle different levels of Voltage, as well as different levels of actual overclocking. As well as different levels of cooling needs. I've encountered 5950x's that will only run at 4.89Ghz and others that will do 5.20V, with the same exact cooling setup. Like I said without max voltage. But 5.24Ghz is just about the highest overclock you can get with a 5950x.
For total score in time spy, you actually want to overclock your ram as high as possible then worry about the processor speed secondly. Setting xmp will have your base clock set to 100. Using only 100 as a variable limits the value for highest overclock. Even with the .25Ghz multiplier to take advantage of, you will still most likely be .5Ghz off of top clock for the processor. Simply because a x.25 jump in multiplier adds .75Ghz or so to the total processor speed, and say you were clocked to 5.114Ghz stable, your next multiplier above will end your speed up to 5.26Ghz and isn't attainable, that I know of, after binning many 5950x...
As well, You need plenty of cooling to achieve anything over 5.07. The 5.10Ghz processors will need at least 3 if not 4 radiators to get that high, even with separate reservoirs for watercooling the GPU and processor separately.
To show how sensitive the game is, I've actually set a fairly high overclock, then tested it for stability it was fine, Then set the overclock on the graphics cards and totally lose stability on the 5950x, so you have to keep all these things in mind. Find your graphics cards best clock first, then overclock your ram then your processor.
An example of the power of ram.
5700mhz ram speed will net about 62FPS in the CPU stage of Time spy. 6320 will net 65.6 with just about any clock speed you can reach with the 5950x. The processor clock speed takes a back seat. With the same exact top 6800xt Corsair GPU's in Crossfire you'll get about 45000 time spy with 5700mhz, and 47489 with 6320mhz ram.
Here are 2 PC's one air cooled 5950x and one watercooled 5950x. Higher scores with different clocks and ram speeds. Also using the +150% GPU power....

There are no "Best overclocking settings" for any CPU in the game. Every processor in the game is unique and will have it's own unique overclock settings. You have to try multiples of the same processor and play with it to figure out what each one does.
