Specs:
Windows 10 Pro OS
intel core I7-7700HQ 2.8GHz
NVIDIA GTX 1060 6GB
32 GB RAM
1 TB SSD

In the other post who say the surface pro 7 will "work", so do your pc should "work" too

Are you sure you have your information correct? I do find on wikipedia that there was a GTX 1660 mobile GPU for laptops but I can't find any comparison information about it's performance on any website anywhere. Maybe you have the 1660 Ti in your laptop? That seems to be a lot more common.

I'm sure. I have the NVIDIA GTX 1060 and it has 6GB of VRAM

That is a Mobile CPU so you have a Mobile GPU and that must be a laptop. So to be clear: That is the GTX 1660 Mobile Edition. It's not the same as (and not as fast as) the desktop GTX 1660. Which has the exact same model name but they are different.

Anyway since I can't find any information about your video card I picked the one below it, the GTX 1650 Ti (Mobile). And that one is about double the performance of the minimum video card on the system requirements (yours is even faster than that) so I would say you are good and this game should run fantastic for you on your current laptop.

Yeah it will run. I'm running it on a GTX 1650 4GB which is less VRAM than yours and my RAM is 8GB. So you should be perfectly fine. I think you can run it on Ultra settings.

See my message above. Nvidia is to blame because this is super confusing. There are two models of video card. GTX 1660 that goes in laptops and GTX 1660 that goes in desktops. Both are named exactly "GTX 1660". But they have different performance. The laptop one is slower than the desktop one even though they have the same name. The OP here has the laptop one. I don't know why Nvidia did that but it is what they did.

There's nothing funny worth laughing about ? Of course this game would run well on your computer. Your system exceeds the system requirements by quite a lot.
