Sales have never been announced before they happen so far since PCBS first came to steam. If there are any sales they just happen randomnly and there's no warning. The developers will not tell you beforehand. I would suggest using a free service like https://isthereanydeal.com/ that will monitor the game for sales and send you email alerts when it goes on sale so you don't miss it.

You can also put the game on your steam wishlist and it will alert you if it goes on sale. My guess is it won’t be on sale now until summer when everything goes on sale and maybe not then but maybe you’ll get lucky.

I wanted to add that if you use https://isthereanydeal.com/ that it searches and lists all authorized 3rd party steam key reseller websites to find those that are the best deal. Sometimes you can find a lot of stuff on sale if you just plug it in and look. I bought the DLC for ark evolved for -30% off recently even though it wasn't on sale on steam. Also this site gives you email notifications when your games are on sale on other non-steam websites, and lets you set a custom threshold, like "Only email me when PCBS is $10 or less" for example. If you make an account and it's free, and free account and it can even link your steam account and import your steam wish list.
