iv'e tested it multiple times since and still the same results lowest iv'e seen it on is 11% in cpu. Maybe i'll try again tomorrow after a reset

No, that isn't what idle is. It doesn't matter if the user is doing something or not, it's still an active window.
besides, why would you keep the window active if you are not using it? There is no reason for that.
