I'll give it another go in a mo lol.
Kinda tired of trying them all in a row.
The Zotac Mini's (1060 and 1070) can take some punishement when OC
That beeing said, there is a silicon lottery in the game, meaning not every Zotac 1060 mini (or any OC part for that matter) will be able to OC as far as an other one.
That beeing said, I had to go to 2233 if I recall just lately, and the 1060 mini could do it.
BUT you need some GOOD case fans as well, so that means a case where you can actually add a decent amount.
To go to that 2233MHz I had to add 4x 75CFM 120mm and 2x 104CFM 140mm.
So make sure you actually buy the fans that reach those CFM, and do not rely on just the Mortoni ones installed in the case.

First try with a Zotac 1070 mini, pretty decent one as it keeps there just over 85°C

And a second one, just to illustrate the silicon lottery, at nearely 88°C

As you can see, both are OC to your 2197 target
If you have some tough luck with the silicon lottery, and you don't need to achieve as well a benchmark score, you can actually UNDERclock the memory clock to get your GPU stable at that 2197 target if needed
But yeh, no msi card can overclock like that without crashing. (least not at level 16)
Now im not 100% sure, i thought maybe an msi case might help in gaining a 5 star rating.
But its my experience the brand of the case doesnt count for client desired brands installed.
So.. now what? xD
EDITED : wrote without having completely understood your last message lol, me need my first cofee of the day
Well or... nope I'm not sure of what I understood... so I'll write again...
An MSI motherboard can maybe do the trick if you can OC a CPU on that socket. (the kaby lake one MSI Z270 Carbon, not sure you have already cofee lake unlocked)
So if they want a 4000mhz overclock for the the cpu, i get a 4ghz cpu. :P
Its apparently accepted as "overclocked".
Anyway i've managed to do it by getting that msi motherboard, apparently that was acceptable.
In combination with a zotac mini 1070, made a mistake at first by getting a "regular" zotac gtx 1070 that cant be overclocked that high.
Anyway yeh, fun stuff.
