Nope! The game will -NEVER- tell you what an upgrade is before you get the tower there. People don't tell you in real life, either if they go to a PC shop and are all "Can you upgrade my computer and make it run faster." That's quite literally one of the challenges of the game and it's designed to be this way. You're supposed to get a tower, look at the chip and figure out an upgrade yourself using the ingame ranking tool and figure it out on your own. This game is super easy already as it is, they're not going to hold your hand through everything.
I don't know for sure but I would imagine they will re-tool the jobs list and when certain ones show up later. They're still trying to even add the basic core features to the game and fix bugs with those. Jobs like this and refining the jobs in general will probably get fixed much later.
For now just cancel the job and move on. Or save it until later if there's no time restriction. Or do it at a loss with a faster part if possible for the experience and you're rich in-game.
