The current max level is:

The best place I recommend is to look at that guide's link for "Source Data", then look at "Excel TextAsset - Base Game", then sheet "Level Kudos Balance".
Right now, the max level is:

... and that is anticipated to be the max forever for the base game, because the PCBS website's FAQ states that PCBS1 development is finished (bugfixes only), as they focus on developing PCBS2.
