Effective air flow
What is effective air flow collier and what is different about it from the regular cooler? Plus what is better?

all cpu coolers wether air aio or liquid depend on the CFM rating the higher the better. the best air cooled cooler is the HE01 at 170 CFM. the best cooling is determind by what space you have in the pc. if you have space for say 2x 360mm water cooled radiators that will give better cooling than the HE01 you have to add up all the CFM values to get the best cooling solution. air flow does not come into it in this game only total CFM counts

The best cooling is gonna be water cooled. As Rog55 puts it the CFM is what matters. I found that I had a much better cooled rig with multiple radiators and could overclock the crap out of it before it reached its "BSOD" stage.

Watercooled if you have two radiators in the system with 3 fans or more per radiator or more is best by a significant margin.
