It might still thermal throttle. If you have the GPU tuner app, you can try to lower the GPU clock and memory clock from there, that also reduces case temperature, thus reducing CPU temperature too. You can also add a better CPU cooler and some case fans within that budget. If this all still doesn't work, the job is impossible to complete with this hardware.
