I believe it's game specific moderators as in either the developer or the publisher chooses moderators for their workshop and forums, not Steam. Could be wrong though.

Technically none of them are "Mods". They're just desktops for our in-game computers. That's all the developers allowed in to the game at the moment.

You could always go to Nexusmods to find better mods suited for the game if you desire, but last I checked quite a few are pretty much out of date for a long while, so keep that in mind.

Also I wanted to place a note here in response to this: No one (not even me) is "Defending" any of this. I have not yet in this entire thread even once stated my thoughts or opinions on any subject here. I have only stated facts.

It is a fact, and not my opinion: The workshop item linked by Tuvok is not porn. At least in terms of what is allowed or not allowed by the steam rules.

Also another fact: At the moment (right now) there is no porn posted for any of the steam workshop items for PC Building Simulator.
