Read some guides on overclocking.
Also do remember that this game does employ a "silicon lottery" for processors. Literally every single processor in this game is unique. And even if you buy 1000x I9-9820X's from the store, every one of them will have a unique maximum overclock that they will handle and they all will perform differently in terms of thermals. There is no guarantee that the one you have will ever overclock to 4.2 Ghz even if you keep it from thermal throttling and give it all the volts in the world. Some chips are just 'duds' and won't OC much. It's random and it happens sometimes in this game.
In the game, 1.8 volts is safe for any RAM in the game.
