Need help OCing
Alright, a lot of frusteration with this one, it's like *right* there but not *quite*. Ok, I got to build a new computer, target is a 3dMark of 4697, CPU Mhz of 4090, GPU Mhz of 1403. Budget is $1350. So I spec out this system :

@ Level 16

I5-7600K
EVGA CLC 240
MSI Z270 Gaming Pro Carbon
2x Corsair Dominator Platinum 4gb 4000Mhz
(Note: That was the cheapest dual channel solution to hit the mommy board max of 3800Mhz)
MSI Radeon RX 580 Gaming X+ 8G
Cooler Master V750

Not going to include the HDD or case, those don't affect performance. So I overclocked both the CPU and GPU, let's see...

CPU Base is 100, CPU Ratio is X48, CPU Volts is 1.5v , and it runs stable with out throttling.
GPU Core is 1641 , CPU Memory is 2194 and it's stable.

CPU Temps max out at 96.47 C , GPU maxes out at 94.12C but it doesn't BSOD on me. And it only hits a 3dMarK of 4656, about 30 friggen points short but I don't dare push either any harder, they'll start to BSOD the system or, in the case of the CPU, throttle. How am I going to get the extra 30 ish points as the budget is, at this point, maxed out, I can't buy a better processor or GPU unless they cost = or less to what I have in there. >.<

You can try fiddling with the base clock to squeeze a bit more out of the RAM.

Did that, at x48 OCCT doesn't show throttling, at x49 it does. Ram is maxed at 3800 and clicking + it doesn't go up any higher. GPU is at where the guide - https://steamcommunity.com/sharedfiles/filedetails/?id=1513505217&searchtext=overclock - says I should have it, 94C. I can't do better as far as I can tell by that guide.

Not the multiplier, the base clock (the one right above the multiplier). So, go to the RAM OC page in the BIOS and turn off XMP, then turn up the RAM as far as it'll go on that board. Next, go to the CPU OC and start increasing the base clock until you're close to the rated 4000 MHz speed on the RAM clock. Once you're there, go back to the CPU OC and turn down the multiplier until you're at or below your known maximum CPU speed.

Ugg! Got it. I swapped out parts, downgraded the HDD to a Mortoni to free up $50, downgraded the Cooler Master 750W PSU to a Power King 600 to free up another $60, got a Ryzen 1600X and a Gigabyte GA AX370 Gaming K7, maxed out the memory, upped the CPU to 4100 Mhz to tick off the 4090 Mhz goal, set XMP to max out memory at 3600 Mhz, re overclocked the GPU, and bingo, it finally passes, even had enough left over to toss in one more Mortoni 120mm fan into the case to help with cooling. >.< Jeezus. Overclocking sucks.
