Geronimo summed it up pretty much very efficiently, but not sure it helps you much, because what is there you don't understand in 3DMark jobs ?
You don't understand how to raise a 3DMark score ?
You don't understand how to achieve a certain 3DMark score ?
You don't understand how to raise a 3DMark score within the budget ?
You don't understand what and to what extend any of the elements factor in the raise of a 3DMark score ?
You don't understand how to choose a part to raise a 3DMark score ?
I'll not go further, because basically you just make a vague request on the next to the most "difficult" thing in the game, overclocking beeing currently the most complex task in the game.
Just know that it follows the same overall rules as IRL, so either expand further in detailing WHAT you don't understand, and if you don't want to, make sure to google 3DMark scores to try to lear more on them IRL, it will greatly help you in game.
Also pretty sure you can find here or there a let's play of some sort to get started on those 3DMark score jobs.
Now I recon that probably the videos will be outdated compared to what the game's version is, but the mechanics of how to achieve a 3DMark score are still the same.
You can usually tell doing that, for example if they have a 1050ti and the score needs to be 1000 pts higher you should be able to buy a 1070 with the budget.
Usually if you just get as close to maxxing the budget as you can you will be fine. (And give them a used GPU if they don't request new parts.)
Rarely they will have a good GPU but a crappy CPU and those you usually only need to raise the score 100-200 pts.
And after a while you kinda get an idea of the prices of the GPUs and approximate score so it gets a bit easier.

I'm usually willing to put in effort, but there, I'm in for a 1-2h typing and with wall of texts that are not pleasing to read, due to forum's form.
I see you play a lot of "simulation games" this one is different in the way that due to it's main topic, it may be a bit harder to learn if you have no clue whatsoever in PC's building IRL nor how the general gaming world of PC's operate.
So I'll let you search for yourself for DETAILED answer on all those, but to add quickly to what has already been said up there by Morpheus99 & Geronimo
In game you have a tool that is called "part ranking" or something like that (need to be bought), use it to know if a part will score higher on 3DMark scores than the one installed. It's not because a part is more exensive IN THE STORE that it will result in a higher 3DMark score
A very good indication on how a part will perform on a 3DMark score is comparing the part you took off from PC and monitor it's price in your USED PARTS in your inventory, usually a more expansive part should give you a higher score. (noticed the difference between SHOP's pricing and USED PARTS pricing hints here ?)
Unless it's really a crappy CPU, changing the CPU will never result in DRASTIC 3DMark scores raise, a few hundred, but almost never 500-600, so for bigger scores differences, you'll need to rely on GPU improvements.
so to simplify (way too much but hey... I try), the parts will impact the 3DMark score from the least to the most in that order
- adding more RAM STICKS (2 sticks of 4Gb will give a higer score than a 1 stick of 8Gb if they have same clock speed) but that will raise score just by few points
- Make sure to check (if the RAM's clock is higher than the 2133MHz) and OC those sticks clocks with XMP in the BIOS, that will also raise a tad the score for 0$
- Changing the CPU may raise the score by a few hundreds
- The most drastic changes to a 3DMark score is usually from the GPU itself
- If you can (the motherboard allows it and the already installed GPU is capable of it) AND the motherboard multi GPU is of the same sort of "technology" than the already installed GPU (CrossFire or SLI) AND the PSU has enough wattage to feed all that, you can also go for a dual GPU to raise score for not that much of a cost. (Lots of IF and AND...)
