A single 1080 might work as well, however the goal of 8898 is right on the ragged edge of what a 1080 is capable of IIRC.
First, when a job asks you to OC a part to XYZ Mhz, just know that if a part IS ALREADY at this speed, the game (for now at least) does recognise this part as a done and valid thing...
Here you deal with a very tight budget for the request so you absolutely need to go on the very economical way of doing it.
I'll later provide you my shopping list, but I start with the text and logics
So for your CPU first.
Actually you chose the 1800X which "seems" the most logical choice, because the higher ranked... well NOPE because it costs too much for that job. @370$ it's way too expansive
Know that the CPU score actually is not impacting the final 3DMark score "that much" (way less than the GPU)
So you don't need a "very high" score on your CPU
On top of that you actually NEED to OC your CPU to get to that 4068, and OC a CPU means a GOOD (or fairly good enough) cooling, which will also impact your budget.
So I decided to go with an I5-7600 which cost only 190$
It does have a 4100Mhz clock, and that way you can even plug the dumbest cooler and you are done with that part.
Then ofc, the GPU (your most important part to reach your 3DMark score)
As Turbo actually already said, the DUAL 1070 may do it for the score, and as you want to be able to be as safe as possible with OC, I went with the highest clock in those so dual 1070 GAMING Z 8G it is.
Those are SLI so you now need an SLI capable Motherboard with a Kaby Lake arch. for your I5-7600, so the MSI Z 270 Gaming pro carbon @175$ will do.
Since you will have to OC a DUAL GPU you need a somewhat "beefy" PSU, so here I went with a 650W cooler master as it's cheap (no cable management, but due to budget, it's the least of your concerns)
The cheapest HDD, the cheapest case, I went with the cheapest 3000Mhz RAM, a cheap cooler, and here we are... My full shopping list @ 1740$

Finally you need to OC those GPU's so here is the OCCT screen with the GPU Tuner tool, to show you what I did

The GPU's are @2100 (so over your 2011 required)
And DO NOT FORGET to turn XMP ON in the BIOS for your RAM (to achieve the correct speed)
Finally the 3DMark score 9722, well over what you are requested.

When in tight budget situations like here, you really need to use all you can to lower to the max the costs, and by a good thought process you can usually get there.

Thank you for explaining the thought process behind the job. I don't know anything at all about over clocking and don't work on computers and have limited knowledge about computer parts. I bought the game when the early access first came out because it looked fun. I'm somewhat learning about computer parts though the game, and don't always know the logic that the developers are using for the jobs.
