its not really a bug its more of useing the wong kind of case you need to try and fit as many fans as you can in a case such as the EVGA full cases it doesnt matter if you mix big fans with small ones you just need a bigger case that alows more air to come out at once and you should be good i got it to work in a NXZT case or whatever the name is

"Edit"
and it seems im the first here with a real ansewer

It most definitely is a legitimate bug because at stock speeds any of the thread ripper chips can be air cooled in real life with a big aftermarket air cooler just fine. See here: http://www.legitreviews.com/air-versus-water-cooling-amd-ryzen-threadripper-noctua-coolers_198402/3

Yes it can work in the big EVGA case, but in reality it should work in any case with a big enough cooler on it.

now also i got it to work in a NXZT case in it with a red CPU cooler on it and it works

its not a bug, look at the real world threadripper look at people like linus tech tips and jays two cents who are big techie tubers they use watercooling on the threadrippers not because its cool but cause you have to use watercooling to keep it at good temps and even on water cooling its ~50 c on idle http://www.legitreviews.com/amd-ryzen-threadripper-1950x-threadripper-1920x-processor-review_196879/10

Sigh.. I did not say google. I said steam. Steam's own built in search function for the forums for every game. Top right corner. Big box, type into it.

I'll even do it for you: http://steamcommunity.com/app/621060/discussions/search/?q=threadripper&gidforum=1458455461478176146&include_deleted=1
Usually Google will include Steam forums in your search.

I can't figured out a custom liquid cooling system with the 2990WX without throttling so I installed a 150CFM AIO liquid cooler for the CPU and I used standard GPUs and it's worked but there is no option for overclock because it's going to throttling after any OC changes.

You have to use more than 1 radiator and run a cpu-only loop. I've set up one with a 2990WX that has it running max 70c even under OCCT benchmark stress test load. You're just not setting up the correct custom loop and/or using enough radiators.
