Best fans to keep pc cool?

Really struggling with over heating issues on all my builds even using up all fan slots. What are the best cooling fans and case fans to use?

Also does power supply and ram matter in keeping things cool?

When you are in the shop looking at air cooling and fans, look at the number next to CFM (Cubic Feet per Minute) the higher the number the better the fan is at cooling. I think Artic Fans no matter the colour are the best in the game right now.

Because m³/h or l/min is normally used for flow rates except some countries which are still staying in the middle age in terms of measurements.

The game uses CFM, so I referenced it. Here in the UK we use both metric and Imperial units of measurement.
