Report a translation problem
This is for the entire game, but only with the E-Sports DLC. Other DLC packs may add further to the download size. It appears to be 4.5 GB to download.
That said, steam does allow you to pause downloads and resume them later. Couldn't you just download 1GB for 1 month, wait, download 1GB next month, etc?
Or take a laptop to a place like McDonalds and then download it there, then use steam's backup feature and create an offline steam backup of the game, go home, copy the backup to your home PC, restore from the backup files and then not use any bandwidth at home?
