I think they changed the 3dmark to go black on lower graphics settings to help out struggling potatoes.
Problem: The 3DMark benchmark is black or crashes the game
If you have an "N" edition of Windows, you'll need a "Media Feature Pack"
Install the "Media Feature Pack" from the correct Microsoft website link, here:
https://www.microsoft.com/en-us/search/result.aspx?q=Media+Feature+Pack
Restart the PC, then see if it's fixed.
If the game is still not working, ADDITIONALLY install it here
Settings > Apps > Apps and features > Optional features > Add a feature > Media Feature Pack

I just want to say that I stopped playing PC Building Simulator because of this issue, and I'm happy to report that this SOLVED MY ISSUE COMPLETELY!!!
As a follow-on, why does Steam ship with Proton 5.0, when 5.9 is out there and (seems to be) is better and more able to handle these games?
Don't get me wrong, I'm not complaining, because I love the fact that I can play PC games on my Linux machine, but I'm just curious.

Yeah, this is the actual fix and what you should try, report back if it's still not working.
