Diagnose Problem wont go away
I've been trying to "fix" this computer all morning, I've replaced every part of the computer and yet the "problem" still exists.. That cant be right. I've replaced everything on the computer, including the M.B. I mean, outside of the Case, Everything on the computer is brand spanking new... I've tested it every which way. AND Yes I know what the issue was. The PSU was trash, and I've already replaced it... Yet... It's still saying its broke. This has to be a bug, where is bug reporting? Is there a forum?

if you look on the right from the main posts, there are sub forum sections, such as feature request, bug reporting etc.

Now honnestly, maybe share your save, because it may be still something you have missed somewhere.

Now if you tried to replace an AIR CPU cooler with an AIO CPU cooler and it wasn't a request, sometimes it does not tag the job as completed.

Virus scan maybe, and if there was a virus on the HDD (main boot device in case of SSD/HDD config) replacing the HDD does not trigger the job as completed, because even if it's true, there are no more viruses, the game need to have the virus cleaned check to trigger the completion.
If you boot from SSD and virus is on HDD, virus scan will not detect viruses on HDD.

So since you state you replaced everything brand new... I'm afraid that you may have created more mess than you have solved by doing so.
If there is a broken part, it's at most 2 parts, don't try to change everything, that does not solve the issue. If a part is broken, it says so in your inventory.

Also, there is one case that is bugged and does not display dust currently, the Fractal Design Focus G. so make sure to check your mail if that needs dusting maybe ? And if so with that very case, dust it for a good minute, as sometimes cleaning dust also trigger completion (not often but it does from time to time)

BonPadre covered most of it, but to bullet point the usual suspects:

-Take off everything you can and run the duster over what's left, as sometimes dust doesn't display correctly.

-Run a virus scan.

-Make sure everything, including fans, is spinning when you start the machine.

-In rare situations (it's been talked about but I haven't seen it), it is possible to get a "broken" case, and to my knowledge a solution hasn't been found for this.

If you share the save I can take a look.

Broken case FOR REPAIR JOBS (as they do exist on PCBay broken PC's though) is a myth, mostly to cover the fact that someone hasn't been able to find the issue and fix it.

It has never been implemented in repair jobs. So that's a no no... there is always something else.

I know you said you replaced everything but.. did you check the case fans?
