Best way and/or best CPU to Overclock to 5300???

Hey all. At lvl 29 and I have a "rush" job that I cannot shelf for a while that requires an overclock of the CPU to 5300 MHz. It is not a "story" job so I can't go over budget. I have tried a few scenarios, mostly with coffeelake & 2066 socket CPUs. My budget limit is $2594 so, i cannot get into any top end Threadripper builds. Any scenarios that I have tried so far either cause clocking or heat issues. I am stuck. I wish I refused this job but there has to be a way. Is there a guide or list for max CPU overclocking? I would really appreciate some help here! I am stuck and don't want my rating to go below 5 stars at this point in the game as I am afraid that I will miss some good jobs.

Know there is a thing called "silicon lotery" in this game, so each and every OC component may not react the same way, eventhough you use the exact same CPU as I do.
So maybe buy a few of them and you'll see which one respond the best.

Now I do that with the
- I7-9700K
- Cooled by the Silver Stone HE 01 (171CFM)
- Antec P110 Luce tower
- 3 front + the back case fans are EKWB Vardar 120 mm at 77CFM each
- Top case cooling are 2x 104 CFM Arctic Bionix case fans

As you can see it's on the verge of throttling and yet it doesn't

Now what you don't tell us, is if you need a specific score, or the brands the customer wants, but with what's left of budget and what I used, I guess you are pretty safe to adapt

Yea, the silicon lotery sucks. I had run into this problem before. I will have to try buying multiple CPUs.

Untrue. The top tier is the Cryorig QF140 Preformance @ 128 CFM

That beeing said, I never stated they were the best. I just stated I used 2 of them on the top.
