I would like to create a mod for PCBS but I do not know

For now mods aren't supported so you can't really. Maybe they will be added some day. Either way you probably aren't going to get anyone on a Steam forum to teach you how to write mods for games.
You're not supposed to because the game doesn't support modding. Modifying or hacking games that don't have mod support is cheating.

I have to disagree with you there. If it's an online game then yes you're entirely right but cheating is a much more difficult concept to pin down when it's just you in the game.

Unfortunately that's not how the steam admins see it.. I have seen people banned in the past for modifying single player games that don't have mod support. But.. by all means if you really want to discuss and promote modifying PCBS then have at it.. it's not my steam account at risk here. I would think it would be a lot safer to go discuss it over on the Nexus Mods Forums instead of steam however, if it was me.

I didn't think that steam's admins had any part in moderating game forums. Isn't that left to developers? And surely even if Valve's admins did get involved then surely we'd be talking about a community ban at the most.

Steam mods get involved if someone reports you for a violation of the steam rules. I don’t think they just wander in and out randomly though.
