So we are sure you're not trying to play this game on a way under minimum requirements PC, or that you actually use a GPU and not integrated graphics ?

Can you check your specs with Speccy (google it, it is free and safe program from guys who are making CCleaner). It will show you what you really use in details and it will show you temps.

I see it is Asus laptop. Check the temps . They are known for overheating.
I have Asus ROG Stryx GL502VML with i7 6700HQ, 16GB RAM and GTX 1060 3GB VRAM and this game is unplayable for me on laptop. In matter of minutes my temps go at 100C and CPU start throttling and then game is unplayable.
I even tried to undervolt CPU passed all stress tests with flying colours, but when I try PCBS temps go to 100C again in few minutes. Also my laptop is on cooling pad all the time.
My next step is to clean and repaste coolers and undervolt/underclock GPU, but I have no confidence PCBS will work as it should even with that. Because temps on idle are (right now while I am writing this) 47C CPU and 47C GPU (those are great temps for idling laptop).
I don't have confidence it will help because even on my gaming machine with gtx 1080 I have hickups sometimes after longer session and only way to get rid of it is to restart PCBS and that machine yet has to find game which can't run in max settings.
I have feeling that PCBS have some serious memory leak.
Memory leak+Asus laptop=UNPLAYABLE.
I will never buy Asus laptop again. They are just not good for gaming.
Addition:
If you want to undervolt CPU you need Intel Extreme Tuning Utility, google how to do it if you don't know how.
For underclocking GPU you will need MSI Afterburner.
Addition 2: latest official WHQL NVidia drivers 430.39 have bug which is causing high CPU usage, so try to use older or download hotfixed drivers those should be named 430.53 and problem which causing high CPU usage is solved there.

I hope at least some of this will help you play again.
but...
the problem is not solved because the openGL option is still not showing up
and im getting some lag spikes when i move around the workshop
but that might be because im not on a charger.
if you can help me get my openGL option back it would be great
I have no idea how to get back OpenGL, sorry.
Try with fixed drivers I posted you above. Or download older ones, whichever you want, just do not use last WHQL 430.39. They are broken.
But as I said, I have lag spikes on gtx 1080 on desktop computer (with fixed or older drivers), which is huge overkill for this game. That machine is running latest Witcher @60FPS with almost maxed settings, so PCBS should fly.
I just learned to live with it until they fix that.
Now for OpenGL, what's interesting, I remember having tried it (due to some claiming that it could help unlock certain achievements that were not recording properly) and if memory serves, you could choose when you used Steam to launch the game, and not from the shortcuts from steam logo, lower right corner menu list (hidden icons).
And now, when I launch from Steam, I also do not have the OpenGL option.
So sorry, can't help you more on that.

Now you state that you are not on charger...
Laptop is set by default to use Integrated graphics for a reason... and that's battery saving.
Chances are that you will chew through your battery with the GPU active... so you better either be ready to connect your charger, or simply connect it as long as you play games and are running on your GPU.
thanks for the tip with the battery drain if you use your gpu on default cus now i know that i can put the intel thing on default and my gpu on this game
it runs perfectly now, even without the openGL option
but still, its weird that its gone though
