If the GPU's are the same, and one required you to plug it into the PSU, why wouldn't you plug in the second one the exact same way ?
That beeing said, some GPU don't need to be connected to PSU, but that's by far not the majority.
Also, some PSU don't really allow you to plug dual GPU (not enough connections available)
So again, go try your exact same build in freebuild to see what you're doing wrong.
I am comfortable with base game mechanics and with advanced game mechanics for that matter, this is the first time i have problems with hardware connections in hard mode.

Because i can't, the second card become uninteractable after i plug in the first.
