My go to GPU for those high core clock values are the 1060 or 1070 MINI from Zotac

If you have issues reaching the core clock desired speed, you can always (as long as you don't need a benchmark score) DOWNCLOCK the memory clock.

Here avoid the DFL or Mortoni Mobo
Only the K series on Intel LGA 1151 are "unlocked" and can be overclocked, all AMD AM4 CPU are OC able.
Here again, in case of doubt, freebuild is your friend.
Side note, when customer asks for an OC speed with CPU, just install a CPU that has already that target speed as a factory speed.
Finally, know that there is a silicon lottery on parts in this game (hence why they don't stack), so a given CPU may not overclock the same way or to the same extand as one you tried in freebuild, or the very next one you buy.
That's valid for CPU, RAM and GPU
"Parts & Unlock Levels", tells you everything about every part, including motherboard overclockability.
"GPU Overclock Summary", tells you the expected overclock values for each GPU family, and the best GPU in each family.
