got enough ram 32GB so....
Mine is from around 2015 (build up), was Windows 7 and then lately I upgraded (free) in Windows 10 (64bit). Has Intel Core i7-6700K CPU @ 4.00GHz, 16GB of RAM, NVIDIA GeForce GTX 1060 3GB and I don't get the issue you are getting thus I mentioned you to restart PC and have a look again.
I will try to search on Google for you (if you want) to see if there is anything similar issue in any other games and what causes it that other people may have posted.
Lastly (a thought), try to use less RAM for Pirate101 and see if you still get that issue.
The server you are in, does it says "Normal" (usually it happens on Avery) ? If yes, then try change to another server which says "Perfect" and later log out of the game and see if it has the same issue.
