and open spdrv.cfg with notedpad
This is basically a table. You will see some columns that say Maxw and MaxH. Change all the entries under MaxW to your native or custom width (1920 for me) and change all the MaxH for your native or custom Height (1080 for me).
Save and close the file.
Open the game and move the resolution slider in graphics options all the way to the right, your resolution probably wont be displayed yet.. Press ok. Restart the game and go back to graphic options. If you move the slider to the right again it should hopefully come up with your custom resolution.

It worked for me.
The trick that worked for me is to set your spdrv.cfg as you want it in the MaxH and MaxW columns. Start the game and keep your resolution on default (1024x768) but set all your graphic options to high (or whatever you want) and the ACTUALLY start the game (as in actual gameplay). It will be at the default resolution but it will actually save your graphic settings. I then exited out of the game and checked my spdrv.cfg file and it remained how I had edited it. I then relaunched the game and it finally took the resolution that is set in the spdrv.cfg file. It also retained all of my graphic settings.
Again, this sounds alot like the instructions above but it is important to actually start the game for it to save the settings. Probably had this problem because I was attempting to fix the widescreen resolution problem before I even played any gameplay.
Same for the graphic settings, they just won't change.

I changed fontsize in notepad to 7 to get all the columns on one row, that made it easier. Then I put 0 on everything that wasn't under "Dodgy AGP Configuration Workaround", and then put 0 on everything that wasn't the highest option available, and entered my resolution under the max and min value columns.
Now it says 1920x1080 in resolution in the game menu and the Steam overlay is in 1920x1080 resolution, so I guess it works. Still looks like ♥♥♥♥ though!
