Because it's obviously broken and even if it isn't, do you really think it's a sensible game mechanic when playing optimally depends on how quickly you want to get carpal tunnel?
I also thought about it actually being a feature, because it is so obvious and not really broken. Still feels like a cheat though and since it doesnt do that much damage, at least in early game, i am not using it at all.
A non charged power shot does the same DMG as a quick shot.
That wouldn't work. As power shot is a charged shot it, it would attempt to charge it up between your autos and would be slower then tapping it repeatedly

We do not want exploits like such which drives people to play only a certain class for only a certain reason.
It's not an exploit. You are simply weaving your other skill between your autos attacks. Charge shot allows you to charge the skill up or not, your choice. More charge = more DMG. If I'm using my skills between my autos it's no different then other classes doing the same with this skills between their autos.
Also Charge shot costs mana every time you fire, so you'll run out eventually, totally not worth it. Especially later in the game where your attack speed is enough.
Yes it wastes mana. And yes true as your attack speed gets faster it becomes harder to weave those skills in-between. But if you have excess mana you.might as well try and get them in to get that little bit of DMG.
I believe it also pierces so that's another reason to use your still
