where do i find the enchanter? i was told courts from a friend but iv beat the game twice and have done courts slowly explored mutiple times.

I found them in the courts in a room that looks like a library. I'm not sure how the generation works but maybe you've just gotten unlucky

All based on chance. You'll also have to learn the enchantments too via scrolls found scattered through you runs. Good luck.
