Dual dagger hits are counted as a single hit not two hits ?
Was thinkin to be very clever with warlock and the dual daggers (still quite strong).
But the life leech seems to proc only once even tho the warlock does two hits with the dual dagger hit.

Which melee is the fastest one for on-hit effects ?

For basic attack I'd say dirk, the default warlock weapon. For secondary attack, the spinning slash from 2-handed axe puts out a lot of hits in an aoe, just on a cooldown(I think around 5s).

Warlock's leech effect is a bit disappointing with anything that's not the dirk, was hoping to have multiple stacks from a sword but nope!

Warlock Essence leech has a 0.25 second cooldown for generating stacks (says so in the tooltip). So the second hit of dual daggers would land while the ability is still on cooldown. Effectively you can only get one stack of essence from a single attack. The reason for this is probably to not give you insane amounts of essence when attacking groups of enemies.

In a rough test, the dirk seems to attack around 3.3-3.4 times a second, close to optimal. Some attack speed can get you closer, as long as you don't go over 4 attacks per second.

I wish games with systems like that had the devs implement buffering a single stack that will happen next time the cooldown ticks over if a hit happened within the cooldown period so that you don't end up lowering your stack output by going over 1 attack per cooldown attack speed and desyncing things.
