Is level 20 the limit?

yep it says some where on the lvl up screen that 20 is cap

Level cap is 20 UNTIL you unlock NG+. Each level of NG increases the level cap by +5.

20 is the default limit, everytime you beat the final boss the limit rises by 5 and a new difficulty unlocks, beat final boss on new difficulty and the limit rises by 5 again and the cycle repeats.

Achievements are up to level 60. But I read there is no cap.
