Report a translation problem
1. Restart your PC
2. Right-click on the game's entry in your Steam Library -> Manage -> Browse local files
Select the HWR2.exe.cfg file and delete it
Try again afterwards.
There is a warning there though:

That should not be an issue. Can you share a screenshot of your game's folder's content?
Everything as it is supposed to be. Verifying game files did not fix the issue either?
The only last thing I have in mind is starting the game in windowed mode and see if you can navigate with keyboard. Meaning: checking if it is just a mouse issue and if you can access the options to change the settings. Maybe it is related to that.
Other than that I would need to see a DxDiag report for further analysis.
Did it work before or did you get the game fresh?
Can't do ANYTHING AT ALL other than listen to the BGM.
I've tried disabling all different overlays from steam, gamebar, discord and such.
I tried disabling steam controller too.
ok.. something has changed. i put on the net_testing and tried to open the console, at which point the highlight unfroze, but now it's scrolling independently upwards. maybe it's a different controller driver going haywire?
Do you have a different controller plugged in?
vJoy virtual joystic driver was acting up.
disabling it from Device Manager solved the problem completely.
