I dont know, but its not the only thing. We can already see a resource in the UI that is also not unlocked yet. One reason could be that they want to hold unto that for a future content drop, maybe even for an expansion, though its weird to do that with purple gear. The game isnt even in EA, if we go with the basics we should have up to Tier 5 in the game already, with Tier 6 coming in an expansion.
They did say that they had only one dev working on the game at a time, which is another weird flag and i dont know if its still the case but one guy can do some mistakes.
Yes, they exist in the game files and people were able to cheat them into the game but that was apparently patched recently. As far as i know you cant get them legitimately right now.

no, gear is split up into tiers. tier 4 gear is the highest tier. it starts showing up at ilvl 29.
what OP is talking about isnt tier 4 gear, but epic gear, which is in the game's files but isnt actually obtainable.
Purple rarity currently unobtainable, aka Royal Axe.
Is there more info on when it will be released, along with new content on the town map to the right?

I assume OP and i are using informations from the HoH2 wiki, where the Royal Axe is stated as being a Tier 4 weapon.
I assumed Tier 4 is based on rarity.
Tier 1 = Common
Tier 2 = Uncommon
Tier 3 = Rare
Tier 4 = Epic
Which means Tier 4 and Epic are the same and gear wise not obtainable yet. What Tier 4 are you guys talking about?
White -> Common
Green -> Uncommon
Blue -> Rare
Purple -> Epic
Completely distinct from the rarity of the item, is it's tier. The tier of the item determines the roll of it's implicit stat (that is, the stat that ALWAYS comes with that item type, regardless of affixes).
For this example, I'll use the Robe which comes with +10% Cast Speed for the TIER 1 version. Each subsequent tier of the Robe adds an additional 10% Cast Speed according to the following chart:
Simple Robe: +10% Cast Speed
Silken Garb: +20% Cast Speed
Gilded Robe: +30% Cast Speed
Grandiose Robe: +40% Cast Speed
When people mention "Tiers", they are referring to the relative quality of the implicit stats on the item (T1 being the lowest, T4 being the highest).
