Report a translation problem
How do you normally select the items? With arrow keys or mouse?
Do you use fullscreen or windowed screen mode?
Did you try resetting the game's settings?
Are you using Razer mouse or anything like that with comes with additional third party software?
I know that those cause similar issues in other games. Checking for controller was the right start, but maybe some interference by third party software is the cause.
Did you just got the game?
I did also just get the game while it was on sale a couple days ago, but just started trying to play today. I feel I should note as well that it let me pick in some menus such as when levelling up abilities, I could click on which one I wanted. I also played the demo and the demo ran completely fine, there was no problems with it.
Any overlay apps? Discord, Overwolf, recordings?
It might be a far stretch, but could you share your savegame? Just to exclude the possibility that something is wrong with that.
You mentioned you played the demo before and I read something was different there, wondering if an update made it weird.

you can find a folder named "saves" in the games folder - if you can share it as a zip file by using e.g. file.io or whatever is convenient for you I would take a look. But then I doubt it might be related, still worth checking.

I tested your savegame and could not reproduce the issue. So all I can tell is that it most likely has something to do with your local settings.
In the game's folder you can find a file HWR2.exe.cfg
Delete that one - that will force reset the game's settings - then try again.
After that it would be best if a developer could check.
I have mentioned your case in another thread of mine, hoping a developer will reach out to you soon. I also recommend you leave a message on the discord.
Personally I do not think it is a game issue, but only a clean boot can tell...
. The issue goes away when I disconnect my Xbox controller. Seems the game doesn't fully support Xbox controllers?
An issue which sounds similar indicates it can be related to UI scaling. Hence the repeated recommendation to reset your game's settings. Simple uninstall/reinstall will usually not do.
