If that is the case, all I can say is... kill a few things as you go, perhaps? unless something else is going on (bugs, cheats), this does not seem to be an actual game/system/scaling issue.
i just call it barista, cos theres toxins and thorny tentacles everywhere. then theres shadow feces cos its just crap, headbangers of doom, serpents of denise, avatard and the giant goblin vibrator
I did NOT kill everything but most of it, seems like the XP from lvl 1 to 20 is calculated for multiple tries, so i went to NG +1 with lvl 4 or something.
i had 447 spell power with Lvl 1.

The later the zone is the more exp you are getting, the amount given for a zone doesnt increase that much just by NG+ level but later zones like courts and dark halls give like twenty times the exp.
If you are using the drink for -10% damage taken it also reduces your exp gain, if you dont have any other sources of exp you will be gaining very little exp. Generally I don't keep up with the level cap unless I kill most monsters and/or use exp increases.
I dont know how much exp you get from killing just the bosses but I would be surprised if it alone gets you so much that being level twelve after killing the last boss is impossible

As far as exp goes, I heard it mentioned the further from the level cap the more exp reduction you get. Normally that means you can't be level 30 and get easy exp on NG0. It also means if your level is 8 and the level cap is 30 cause you're playing on NG2 then you might be making your exp gains into nothing. I can't be sure that is true info but it definitely feels true to a degree, where all the exp buffs from trinkets couldn't get me past level 15 on 0. If you go in order you hit level cap eventually, but if someone just plays high NG then maybe it's possible they lag further behind.
Again, a self-caused issue making the complaint invalid. If you decide not to kill mobs knowing you wouldn't gain the xp you normally get by killing mobs, you have decided that you don't want the xp that you would normally get by killing the mobs.
This isn't a game problem, it's a user problem.
I was just speaking to the allegation that there was cheating, its super possible to just get level 12 and beat NG without cheating, its not even that hard to imagine.
I dont agree with the OP I dont think the exp is an issue, in another comment I gave examples of how not to have the issue of not leveling enough and brought up things that might prevent that from happening.
To clarify, I don't actually think he "cheated" and altered game files or anything of the like, so I can certainly understand the misunderstanding.
The only logical explanation for that should be:
Push something you actually enjoy, farm gear with that character, and just push those which you dont like to play as far as you need him to go.
I'm sorry, but isn't that the point of grindy games? to be fair this is not my main genre of games. Still i enjoyed every minute of it.
But that is just insane, i tried to play Meele characters since i have more fun with those (they are compared to my sorcerer absolut garbage and unbalanced).
Alls i did was trying to counter balance it with some Character buffs of the OP ones, but i'm still locked in for 12 hours per character, since there is 0 increase of XP when you go for higher Tiers.
Yes i know you get more XP, the further you are in the dungeon, which does not makes it better in any way since you cant go to the Citadell before you zoomed through the current NG(++++) stage.
