Does Weapon Power work on Staffs and Wands?

i think in hoh it was weapon=primary spell=everything else
but it doesn't make nearly as much sense in stats context

Weapon Power : Primary Attack of Weapons
Spell Power : Skills

yeah they need to improve the wording a bit; when it says bow skills it talks about left and right click but they could also just give these abilities the tag "skill"

Yeh it wasnt that clear when your primary attack is a spell with a wizard aha
