Now the game is in a window and not full screen after this

My controller worked when the game said "press enter"... for whatever purpose, but after the intro no buttons did anything.
I tried the "fix for the controller issue" but my menus look different than the ones in the screenshots on that troubleshooting guide, and there is no "steam input per game settings" or "forced on" anywhere in properties>general

I think I figured it out:
Properties>Controller>Override for Steel Rats>Enable Steam input
