"Slig Apprehender" Platinum?

I just finished The Blimp, and couldn't get the platinum badge for apprehending sligs. The goal said to get 23 sligs, but there was only 22 tape within the level. Anyone else have this happen?

Getting tape is random. So it's luck whether you have enough to apprehend all the sligs.

This is probably the single worst mechanic they could've added.

It's just a time sink and tanks pacing immensely. It doesn't even make sense narratively. Who'd want to spare sligs? They're all scum.
