Yes there is. It should be at home improvement. Pretty sure it's available from the beginning, too. It was added in one of the last updates, so make sure your game is up to date if you can't find it.

I only found the seed maker. But I want something to spread the seeds

Oh, that's what you meant. No, there's currently nothing like that in the game. We asked in another thread if it will be available later on and the devs said they've got vague plans for something like that but it won't happen until after beta.
