do missions have a level requirment to start to do they happen at random cause i find myself just completed the level 10 mission where i had to get like $400 and its been about an hour and no new missions have opened yet and its taking forever to get to level 11

Yup, the missions are level based so you'll have to level up in order to unlock a new mission. If leveling up is taking forever, smoke a blunt. When stoned you'll get double the XP points for whatever you do.
