Crafting Material Issues

I'm halfway through the Third Level and still can't craft anything better than first tier armor material stuff. When can I craft higher tier stuff? The in-game tips warn us to use our materials, not horde them, but if the loot that drops in the tower is 3 tiers higher than the loot that I can craft, that really negates a lot of their use.

Drops will always be higher in levels the craftables. They also have very different affix pools in current game version.
