Also - if you reach a hard cap of 50 - you get massive boost.
I hope we can have good wiki one day where all this would be explained.
The hard cap of 50 needs to be expressed on the tutorial. As of now, I have no reason to invest in Mastery, because it's at 30.
Is hard cap total or base?
-edit-
Tested this "Hard Cap Massive Bonus". Is that a joke? I went from 133% to 139% on Mastery 49 to 50. That means that from 30 to 50 it gave me 25% Skill Power, it would have to be 50% in order for it to be considered. With well stated gear for a Summoner, I should have around 200% Skill Power, so the 25% is only 12,5% more damage. Meanwhile, 20 points invested in speed gave me 13% CDR, and Summoner Aeric wants at least 33% CDR, in order to have permanent Summon, it will also want 50% CDR in order to have OP Totem up 80% of the time, making your team pretty much invincible.
If you are interested in actual impact of Mastery on Skill dmg - this is the split
Between 1-30 - increase is 3% but with negative coefficient of 0.55% per point. Between 31 and 50 the increase is flat 1%.
Table for mastery / skill power is as follows:
A- Mastery
B - Skill Power
C- Mana Regen

The problem people were bringing up is that gear which gives you skill power and regen is multiple times more effective than gear which gives you mastery points. This is true even at low levels. Also, the boost for hitting level 50 isn't massive. It's large from an extremely subjective point of view when compared to the utterly abysmal increases of the past 20 levels.
This is at a point where a single piece of gear can grant both the skill power and regen of all of those same levels combined. Regardless of what you say or try to spin, the message you're actually putting out is that all stats are useless after 30 and everyone should be a generalist. This is completely counterproductive to a good strategy game.
